Re declarative rather than negotiation situations:

You could still use RFC 2912 "content-features" to indicate
information other than what is in the baseline. The idea
is that rather than loading up content-type with information
that is unnecessary for the purpose of content-type, add it
to a separate expression which can contain not only
version information, but other resource constraints.

I don't think anyone's defined a 'version' feature, but that
would be a good thing to work out and add to
