OK we have then reached consensus on this issue I believe:

* We define that shf+xml will use UTF-8 and UTF-16 only, for reasons of
  simplicty.
* We define that in this case the "charset" parameter is omitted, for this
  very reason.

And then everybody is happy with this transport type?

Regarding the application as such, I have announced it for discussion on
the discuss-list for Application Area, all interested parties are welcomed
to join in on it.
