It's pretty clear that the quoted statement should
be changed in an updated internet draft. It seems
important to make clear that the bits in the file
may be used to specify the creator's intent, but there
is should be no presumption of giving any kind of
legal advice about "rights", whether or not those
rights are related to copyright or any other kind of
right.

In the end, it's just a file format that includes an
some ACL bits. It seems legitimate to describe what
ACL bits are intended to mean in a description of
a protocol or protocol element or file format,
whatever the mechanisms might be for actual enforcement
of those bits.
