This is the third set of changes based on ISO 639-3. This section is
"Entirely new code elements." Two of the new languages are sign
languages, which means we add both a primary language subtag and an
extlang subtag for each (similarly, we are deprecating both a language
an extlang subtag for the sign language in Part I).
