Revised forms for 'lce' (language and extlang)

Language subtag 'lce' for Loncong, now also called Sekak according to 
the 639-3 changes, is encompassed by the macrolanguage 'ms' for Malay. 
Malay is one of the seven¹ selected macrolanguages for which all of its 
encompassed languages automatically get corresponding extlang subtags. 
That means there should have been forms to add the additional 
Description field for both the primary language subtag and the extlang 
subtag.

The forms to fix the extlang are below, as well as a slightly revised 
registration form for the primary subtag, noting (as in the past) that 
both subtags were affected. The record for the primary subtag was not 
changed, but is included again here for convenience.

It's currently Sunday, May 15, 9:17 "anywhere-on-earth" time, so the 
review period will last through the end of May 29 AoE, and all of the 
forms will now be submitted on May 30 barring any additional finds.
