Proposed records and registration forms for EZ and UN

More details.

The two codes were present in the ISO data as of version="2015-05-04",
which is when we started subscribing. They were also added on the Wikipedia
site as of 2015-02-27, so presumably they were in ISO at that point.

One used to be able to see on the ISO site a collected set of newsletters
for changes. Unfortunately, since the revamp on the ISO site, a lot has
been lost. Unless you happen to be subscribed as of when a notification
goes out, you don't see the information, and there is no way to get the
older change notifications. It's as if ISO really doesn't want people to
use their standards! Sigh.

We could use simply the format:

This registration tracks the addition of an exceptionally reserved code
element to ISO 3166-1. This is the element 'UN' for "United Nations", with
the description "Refers to the United Nations and reserved by the ISO 3166
Maintenance Agency."
