Subtag registration request: kazym, shuryshk, vakh

Dear ietf-languages,

see below for three related requests to register variant subtags for the
Khanty language. The purpose of registering these three variant subtags is
to use IETF BCP47 in the API for text rendering systems; currently,
OpenType distinguishes these three Khanty variants using its own pre-BCP47
tagging system.

The subtag designates the Kazym (Kazim, Kazymian) dialect of Northern
Khanty.
