Appeal to ISO 639 RA in support of Elfdalian

Will it be possible to include such a private use tag into BCP47? If not
then I guess the lang attribute will not indicate anything for anyone else
than those who have knowledge about it?
I think to have a solution where I privately need to promote the code is
insufficient.
It can last into eternity, we don't know how long time it can take until it
gets encoded. This can become a messy solution for Elfdalian.
