Language Subtag Registration

I object to "this will lead to...". I've seen no evidence of any use of
this language registry on Wikimedia. I believe there's one case of a
Wikipedia with an ISO 639 tag sitting on the wrong ISO 639 tag and the
issue being considered important enough to justify the change.
