The ISO 639-3 changes have been sent to IANA and a new revision of the
Registry should be available soon. There were no comments, on- or
off-list, on any of the 54 changes, so I sure hope I got them right.

With those taken care of, here are proposed records and registration
forms to update the existing, non-deprecated language subtags that have
ASCII fallbacks for click letters. These proposals add additional
Description fields which use the real click letters, and which also
replace any instances of U+0027 APOSTROPHE with U+02BC MODIFIER LETTER
APOSTROPHE.

In each case, the existing spelling with ASCII fallbacks still matches
the ISO 639-3 Reference Name, and RFC 5646, Section 3.1.5 says we need
to keep that spelling as the first Description field.

Since nobody replied to my question last week about whether to do this
for deprecated subtags, updates are proposed here only for the
non-deprecated subtags. That means there is only one apostrophe to fix,
for Ju/'hoan ('ktz').
