As others have stated, prefixes are suggested to avoid semantic anomalies, not to make judgments on details of sociolinguistic practice, or to proscribe valid tag construction. The right prefix value for all of the Portuguese orthographic variant subtag registrations is to specify a language subtag ("pt") without any region subtag qualifications — just as for the "oxendict" registration.
