I agree. That would be the record for “en-GB-oed”. As long as the record for “oxendict” does not have a prefix field value of “en-GB”, there should be no confusion.

Since the original tag include the region, the preferred value probably should too. The resulting tag preserves the most information from the original so that matching operations that matched the old tag would also match the new one. New users of the subtag can generate whatever tags suits their application.
