Here is a record and updated registration form for Elfdalian. This
incorporates the change of subtag value from 'alvda' to 'alvdal' as
suggested by Michael. The date also reflects a four-week review period,
as requested by Mats, instead of the normal two weeks.

Of course, these forms are subject to change as discussion of this
proposal continues.
