Registration request for Elfdalian

It appears that Mats Blakstad has done the appropriate research on this 
topic. I hope his request gets the feedback that he has requested from 
subject matter experts, and if the bottom line is that no ISO 639 code 
element for Elfdalian will be forthcoming, I hope the request is 
approved.
