ISO 639-3 changes: batch 4

[Doug Ewell]

The fourth batch is for the final section in the ISO Summary of Outcomes 
document, "Updates: Name, Scope, Macrolanguage membership, Denotation 
changes". All of these changes involve names (and hence Description 
fields) being added, replaced, or reordered.

The change to code element [pub] described in the document should have 
been labeled "Denotation", and does not actually affect the subtag 
'pub'. Instead, because the RA merged [puz] into [pub], the related 
subtag 'puz' will be deprecated. This will be included in Batch 5, 
coming up.

Note that the change to [hps] affects a sign language, so both the 
primary language subtag and the extlang are affected.
