Records and registration forms for 'barla' and 'sotav'

Here are the records and registration forms for the two Kabuverdeanu
variants. Because 'sotav' is a new request as of yesterday, it needs to
go through a full two-week review period. I've set a date of December 10
for both 'barla' and 'sotav' here, assuming that it makes sense to
submit them together. This will not affect the submission date of the
Serbian variants or the seven new script subtags.
