I wasn't aware that they were recommended any more than for other
languages which can be written in more than one script. "Tag content
wisely" says to me that you use them when, and only when, it's important
to identify the script.

"Serbian" without a script subtag shouldn't necessarily cause suspicion.
Sometimes things are obvious:

Anyway, as I said, I'll go along with this from the Designated Co-Expert
standpoint of helping maintain the Registry. It's Michael's decision
anyway, and to the extent my opinion matters, the IETF "rough consensus"
model [1] says I don't have to be happy with the solution, I just have
to be able to live with it.
