Registration request for new subtag 'barla'

In the past, when a variant has been proposed to identify one dialect or
variety of a language, questions come up about whether the other
varieties also need their own subtags. Sometimes it's not obvious what
the "bare" language tag without variant would mean -- all varieties or
just the most common variety? Sometimes the discussion seems more driven
by a desire for completeness, or to make sure no variety is
"discriminated against" by requiring a longer tag.

In the case of Kabuverdianu, what is the intent of "kea" without a
variant subtag? Would it mean all flavors of Kabuverdianu, or
specifically the Sotaventu dialect? Is Sotaventu predominant? Is it a
common use case to refer to "Kabuverdianu" without distinguishing
between dialects?

If anyone feels two variants are needed instead of one -- note that I am
NOT proposing that, just asking --then it might be better to talk about
it now instead of approving one subtag now and another in a few months.
