ISO 3166-1 update

ISO 3166/MA has issued a newsletter
(http://www.iso.org/iso/nl_vi-13_name_change_for_eritrea.pdf) describing
the following minor changes in 3166-1:

* Eritrea has a new "full name": "the State of Eritrea"
* a comment was added regarding the numeric code element for Germany
* English was noted as one of the administrative languages for Sri Lanka

None of these changes affect the Language Subtag Registry.
