Errors in latest ISO 639-3 release

Hi Melinda,

In order to get the IANA Language Subtag Registry updated in a timely
manner, unless there are plans for ISO 639-3/RA to update the online
data files and summary report, I'm going to go ahead and propose changes
to the Registry that include the following assumptions:

1. 'tie' is intended to be retired (in favor of 'ras'), as indicated in
the data files but not in the summary report.

2. Mappings for macrolanguage 'mlg' are intended to be updated to remove
'bjq' and add 'bzc' and 'tkg', as implied by the respective retirement
and addition of these individual code elements; these mappings have not
been updated in the data files or online tables.

The registration forms for these updates will indicate that they are
based on assumptions from partial or inconsistent ISO 639-3 data.

If subsequent actions by ISO 639-3/RA differ from these assumptions and
necessitate further changes to the Registry, the changes can be made at
that time.
