Updated registration forms

Here are updated copies of registration forms that originally contained
an error in the ISO 639-3 retirement date (2010-05-18) or that were
otherwise modified as a result of comments received up to this point. 
RFC 5646, Section 3.5 requires these updated forms to be posted at least
one week before they are submitted to IANA.  List participants may, of
course, continue to submit comments at any time.

   (Tesaka Malagasy).

   Note that the macrolanguage assignment for 'bjq' was not removed in
   ISO 639-3 as part of this change.
