Saint Helena change processed

The forms to change "Saint Helena" to "Saint Helena, Ascension and 
Tristan da Cunha," as per ISO 3166, have been sent to Michael for 
forwarding to IANA.

Our only currently outstanding action item is the Pinyin-language 
comment.  This is due to be sent March 24 if all goes well.
