I have no idea what you mean by the increasing indentation here.
But you can look at it this way if you like:

  019 Americas
    021 Northern America
    013 Central America
    029 Caribbean
    005 South America
                 
(021,013,029)----003 North America
(013,029,005)----419 Latin America and the Caribbean

While the 021/003 codes have caused no end of translation trouble in CLDR,
I think what is covered by 003 is what is more commonly referred to by a
specific term in various languages. Or so I gather from various
dictionaries/encyclopedias (including Wikipedia).
