Yes - the language subtag registry is at
http://www.iana.org/assignments/language-subtag-registry . It contains
not just language subtags but also variant subtags, script subtags,
extlang subtags, and region subtags. (And also the
grandfathered/redundant subtags.)

I'm assuming you mean variant subtags here: yes, it is; for example,
the variant subtag "fonipa" can be used to indicate an IPA
(International Phonetic Alphabet) transcription of any language.

Yes, assuming that "classical" means the same thing for any language
the variant subtag could be applied to.
