Changing definition of German, normalization of irregular tags, etc.

I think the sheer volume of registration forms and records, necessitated 
by the ISO 639-3 changes, over the coming days and weeks will provide 
plenty of work to keep us busy, without looking for extra tasks like 
creating new rare-use subtags as synonyms for existing rare-use 
irregular tags, or worrying about what ISO 639-3 might do in the future.
