ISO 15924 code elements and script subtags identify scripts, not 
languages.  'Sind' identifies the Sindhi writing system described at 
http://std.dkuug.dk/jtc1/sc2/wg2/docs/n3767.pdf .  The fact that the 
Sindhi language is often written in the Arabic or Devanagari writing 
systems has nothing to do with this.
