The Ethnologue has a discussion of language vs. dialect
criteria in its introduction:

As regards Scottish Standard English (en-scottish, if I remember),
that is just English as spoken by, for example, clearly-spoken
Scottish Members of Parliament in Westminster. I can't see that
ever being considered a separate language. Scots on the other
hand (sco) is already considered a separate language. For written
