Zinh - Code for inherited script

It's a special-purpose ID that some software implementations that make use of UCD require. The UCD was using a private-use ID, but apparently they asked the registration authority for a standard ID, and the RA approved the request.

Agree with not-useful for BCP 47, and that we should comment as such.
