Adding variant subtag 'erzgeb' for Erzgebirgisch (was: Requests that have been on hold)

There seems to be no progress whatsoever on deciding what prefix should 
be assigned to the proposed variant subtag 'erzgeb' for Erzgebirgisch. 
Most of the discussions earlier this month seemed to hinge on the notion 
of "changing" the prefix if more information becomes available in the 
future (which change is not allowed), or of using the collection code 
'gem' as the prefix, as if it were a macrolanguage (which would be 
inappropriate, since collections are not macrolanguages).

Unless Thomas Goldammer and the rest of the list can decide on a single 
Prefix field in the next few days, I suggest the Reviewer reject this 
request as premature, with the proviso that it can be reintroduced at 
any time, now that the new Registry is in place and all of the proposed 
Prefix fields are available.
