Pinyin: the prefix

Only one prefix, zh-Latn. The prefix is a recommendation for best practice, and overall users will have much better results with zh-Latn-wadegile than zh-wadegile. While *we* may know that wadegile is inherently Latn, software implementations won't know that unless they are told, and the likelihood of that happening, particularly in existing implementations, is virtually nil.

Both? As I have said wadegile is inherently Latn, not Grek or Cyrl or
Deva.
