Unless I missed something:

Except that if you start with none, one cannot add any Prefix.
And that one cannot remove a prefix, except by removing all.

That is because an empty list of Prefixes exceptionally means
"all", not "none", and one is not allowed to narrow a subtag's
applicability, but it is allowed to widen it.
