Information loss:  If we want to use the registry
as our means to "bind" pinyin with Latn, then we
can have only any-Latn prefixes, starting with
zh-Latn for now.

If we'd want the registry to "bind" pinyin with
zh we would allow only zh-any prefixes.  Clearly
this is not the case, cmn prefixes will be added
when available.

What is missing here might be a Suppress-Script
for variants.  Or a more general way to record
"subtag relations" in the registry.

Maybe 4646bis should replace record-jar by RDF ?
