I agree with Kent's assessment that zh-latn is preferable.
Taken with the earlier points made with regard to matching,
I would like to see zh-latn as the only prefix *at* *this* *time*,
recognizing that one with cmn- should be added as soon as
is practical.  Though I think we can expect to encounter some
of these without the -latn, I think we should not do anything
to encourage such usage.
