This would be my fault; I had forgotten about the relatively new 
one-week waiting period for ISO-based changes, and had sent the forms to 
Michael before writing to the list.  I could have written back to 
Michael and said "hold on, we have to wait 168 hours" but it was almost 
11 pm and I chose not to.

Fortunately for me, there is no process failure here, because the 
waiting period for ISO-based changes is not part of RFC 4646.  It is 
proposed as part of draft-4646bis, and we have been following it more or 
less voluntarily in the meantime.
