I feel pretty convinced "default" is wrong here. Default is a fallback notion applicable to scenarios such as UI display: "if none of the user-indicated preferences are available, use this as a last resort". This scenario is quite different: the strings are being tagged for a use other than presenting to users (at least, not directly -- they might be used as part of a key for selecting display strings); in many cases the strings may incidentally be meaningful to a user, but that's not their intent.
