Does RFC 4646bis command Michael to shoot his prisoners?

Who is the question "Are you sure?" directed to?  If to
the ISO 639-3/RA, then yes, they are sure.  If you want
'eur' removed from 639-3, by all means petition for it,
and in January 2009 it may be retired.
