Modification Request: frr (Suppress-Script: Latn)

You spoke of two conditions for adding SS, but the spec only has the first
of these.
1. If these languages are overwhelmingly written in the Latin script
(using whatever criteria we use to define "overwhelmingly"), and
2. if there is a non-trivial amount of material in these languages
already tagged with a language-plus-region tag,
3. then the S-S entries should be added.
The second is not a requirement, and thus not a reason for rejection.
