We deal in subtags now, not tags.  Users construct tags out of the 
subtags they find in the Registry.

The only tags in the modern Registry are grandfathered and redundant 
tags, and the only registration activities that take place with regard 
to those are:

1. They can be deprecated.

2. Grandfathered tags are reclassified as redundant if, as a result of 
registering a variant, it becomes possible to construct the 
grandfathered tag using available subtags.
