New and changed subtags submitted

For those who have written to ask, I have just sent Michael the final 
records for new subtags '1994', 'Avst', 'Mani', 'Phlv', and 'Samr' and 
modified subtag 'Mand'.

The Suppress-Script entry for 'ko' is still up in the air (I have asked 
Michael to extend the review period) and Dr. Steenwijk's new request for 
'lipaw' is of course not yet eligible to be added.  AFAIK these are all 
the outstanding requests.
