I do not know if the language reviewer or the list ietf-languages has
a policy about using Wikipedia resources but the article
http://ca.wikipedia.org/wiki/Valenci%C3%A0 is very good and detailed
and seems to support the idea that there is something specific in
Valencià and therefore that a variant subtag is legitimate.
