The limit of language codes

It probably helps to know the correct brick wall against which to bang one's head ...... in this case, it could be countrycodes at iso.org.

Since they don't like the name components *united* and *kingdom*, I guess they couldn't find an appropriate 2 letter code element representing "". (http://www.iso.org/iso/en/prods-services/iso3166ma/10faq/frequently-asked-questions.html#QS02).
I expect they also debated "British Isles", found that to be objectionable, then ran out of options.

I think you'd have to ask them to overturn their (age-old?) naming policy - and be prepared to overcome inertia. I don't think your #3 will help to make a convincing case though.
