I also noticed additional (forced) spaces added between words of the 
City of Montréal text, using &nbsp;&nbsp;  That could be another 
distinguishing characteristic of this system intended to aid the 
reading-challenged.

I won't count displaying the text in extra-large Comic Sans; you see 
that all over MySpace and other Web pages constructed by amateurs.
