NEW-INSERT LANGUAGE SUBTAG MODIFICATION for "Sgnw"

Ok. I just wanted to make sure it was not a generic term meaning "any system
of capturing sign language in a symbolic form", but instead meant "a
particular system of capturing sign language in a symbolic form".
