These folks (and you) would be most welcome to participate in the work
of the IETF ltru WG.  http://www.ietf.org/html.charters/ltru-charter.html
There are no dues, no membership requirements, work is done
by email, and there hasn't been a single face-to-face meeting.
The ltru WG is the appropriate place for discussion of changes
and clarifications to RFC 4646.  It is especially important for them
to let us know if there are cases where they think there might be
structural problems.  (not just the need for an additional registration).
