Personally I dislike all across-the-board "simplified" spelling reforms
for English. That isn't how English spelling has been reformed over
that past thousand years, and probably never will be; it will always be
a word or two at a time, like "donut." English has resisted the type of
central authority that would be necessary to impose a systematic
spelling reform.
But I don't think our opinions about this should dictate whether the
subtag is approved.

As John said, go ahead and propose one. Nothing happens with regard to
these "discretionary" subtags without a proposal.
