What URI for BCP 47?

That is the historic location, yes.

In addition, http://www.ietf.org/rfc/bcp/bcp47.txt is also
a sensible URI, but for some reason all the documents in
http://www.ietf.org/rfc/bcp return 403 errors, though a
cursory check of the dates and sizes suggests that the
correct RFCs are there.  I will notify webmaster at ietf.org
by a separate copy of this email.
