You are right. ISO 3166 is the standard which defines powers. So it 
can be orthogonal to languages. However often a lingual community 
corresponds to a social community which has embodied a State. This is 
why relating languages and country codes makes very often little 
sense, except for large geolinguistic entities or big powers which 
can force a language (and represent probably the majority of the people).

This is why ISO 639-6 is of major interest for open users. It should 
be embedded in RFC 3066 ter if I understood well? And a table 
available in November from what Debbie said.
