it's equally likely that the request is queued, and IANA just hasn't gotten 
around to it yet.

As you can see from 
<http://www.iana.org/reporting-and-stats/ietf-performance.html> (which 
pertains to internet-drafts, not tags; there's no reporting for tag request 
completion), IANA isn't exactly an instant-reaction organization.
