action on recent requests

This would entail deprecating "zh-guoyu". There wasn't any discussion.
(To provide at least one stake in the ground: I'm in favour of this

It is over two weeks since Karen Broome submitted forms requesting tags
for 
 
Mandarin Chinese, Traditional script: zh-cmn-Hant
Mandarin Chinese, Simplified script: zh-cmn-Hans
Latin American Spanish: es-419
 
and there has been no opposition to any of them.
 
Michael, can you please take action / get IANA to take action to get
