ahh. yes.  i had conflated the two.

on reflection, i see the importance of distinguishing them, since the former seeks the ietf imprimateur while the latter, presumably, does not.

a way that i find helpful to view it -- but suspect no one else will -- is that the former is an independent submission to the IETF and the latter is an independent submission to the RFC Editor...
